But, it concerns the "volunteers" for plots like the kidnapping plot. I know a lot of people sign up, and Random.org is used to pick them, but could a running list of those that have already been picked be kept and then excluded from signing up for other plots?

This way, others stand a better chance of being involved in something like that as well.
